A charter is the one page that keeps a member-evolved product from becoming the sum of every request. Each steward maintains theirs. Every accepted request cites the charter line it serves. Every decline cites the line it breaks. Charters are reviewed with the community once a quarter, and a change to a charter is announced like a release. Steward names are placeholders until assigned.
